Notice of Regular Meeting
October 21, 2025
The Board of Directors of the Emerald Bay Municipal Utility District will meet in regular session at 160 LaSalle Road (Emerald Bay Church, Fellowship Hall) on Tuesday, October 21, 2025, at 3:30 PM to consider the following agenda:
- Call to order.
- Approve or revise and approve the special meeting minutes of September 3, 2025.
- Financial Report for fiscal year 2024-2025 – Laurie Threet, District Business Manager.
- Approve or revise budget for fiscal year 2025-2026 - Laurie Threet, District Business Manager.
- Infrastructure and Maintenance Report – Laurie Threet, District Business Manager.
- Inspection notes from Water Tank Inspection, LLC and TCEQ Water Division.
- Projects for the new fiscal year.
- Recap meeting with the Upper Neches River Authority regarding UNRA land, EB MUD sewer mains, and dredging approvals.
- Recap meeting with The Brannon Corporation and the City of Tyler Fire Chief regarding fire hydrant regulations.
- Operations Report - Laurie Threet, District Business Manager.
- Quarterly Complaint and Resolution Log.
- Current Projects.
- Unauthorized Discharge Report.
- Outstanding Issues and major projects - Bill Harris, Board President.
- Update on new ground storage tank project.
- New LOBBY hours are now 8:00 AM to 4:30 PM; however, current office hours will remain the same. All visitors will be required to sign in and out for security purposes and to track the time District employees spend with visitors.
- On the advice of District Counsel, we are building a payment window and will keep the back office locked.
- Approve/Reject new customer complaint and employee complaint forms.
- Approve/Reject the following new District Ordinance.
- All lakeside residential property on Williamsburg Lane will be required to bore under Williamsburg Lane and reconnect to their private lift pump stations to the District’s gravity flow collection line running along the 14th golf course fairway. This requirement ONLY goes into effect when the property title is changed to any new owner.
- Executive Session – Personnel and Job Description Final Review.
- Adjournment.
