General inspection permit guidelines for new home construction or extensive renovation with a value of $10,000.00 or greater. 

District Ordinances and Rules require that all new construction and/or an extensive renovation with a value of $10,000.00 or greater be fully inspected by the District's licensed plumbing inspector and conform to The International Plumbing Code. The district currently contracts all plumbing inspections with a fully licensed inspector on a contractual basis.

Additionally, the district requires that all Home Builders and Remodelers that build and/or remodel residential or commercial buildings within the district register with the "Texas Residential Construction Commission" and submit copies of all construction inspection reports to the District office upon completion.

Important Note:

All Builders and Remodelers are responsible for setting up appointments with the District's plumbing inspector at least 2 days in advanced. The District's inspector may be contacted at:

Mr. Miears is a fully licensed building inspector by the State of Texas. He is licensed to perform all building inspections required by the following:

1) Texas Commission on Environmental Quality

2) Texas Residential Construction Commission

3) Emerald Bay Municipal Utility District

There are three (3) plumbing inspection steps required to complete the inspection process. They are Plumbing Rough-In, Plumbing Top-Out, and Plumbing Final. At the end of each inspection step, the inspector will either certify the particular step as complete or contact the appropriate person to bring the project into compliance with the particular code violation. Once all compliance issues are resolved, the inspector will deliver to the district office the completed inspection form for the particular step. A copy of the completed form will be delivered by mail to the Builder and/or Remodeler by the District office. The original will be kept on file in the District office.

*Please note that THE PLUMBING FINAL INSPECTION REPORT must be accompanied by a completed Customer Service Inspection Report and the required Backflow Test and Maintenance Report.
